The motion received the support of seven council members, but it needed nine affirmative votes to move forward.

Monday night the Virginia Beach NAACP held a town hall meeting to inform the community on the city's 10-1 voting system ahead of a vote expected to happen at Tuesday night's city council meeting.

The vote comes as several groups are publicly voicing their opinions about the election system including Virginia NAACP which wants the council to stand behind the current system where residents
