An outbreak of Legionnaires' disease in New York was "completely preventable," civil rights attorney Ben Crump says.

There are now 108 confirmed cases of the potentially deadly form of pneumonia in Harlem since late July, NYC officials said.

Six-year-old Dayra is a student at PS 89, the Jose Peralta School of Dreamers in Queens. She had been preparing to return there in the fall.
