Microsoft announced the preview release of C# Dev Kit, a new extension for Visual Studio Code intended to improve the C# development experience on Linux, macOS, Windows and more.

Visual Studio can generate new projects from templates. Visual Studio Code can’t, but you can use command-line tools such as Yeoman to generate project outlines within the VS Code console.
