California lawmakers passed a massive state budget vote Monday evening with just hours to spare before the July 1 deadline and the start of the new fiscal year.

Newsom described the bills as the “most consequential housing reform that we’ve seen in modern history in the state of California.” But the legislation has angered some environmental groups and labor unions.

California has made significant changes to a law from the 1970s that was considered landmark legislation in protecting the environment.
