Russia has 'systemic problems' with fleet, Navy spokesperson says after Ursa Major explosion
"The Russians have a systemic problem. It is quite expectedly reflected in the general condition of their fleet," Ukrainian Navy spokesperson Dmytro Pletenchuk said on Dec. 24.
