DeWine, a lifelong conservative Republican, signed the budget bill that includes a ban on Medicaid funding for mental health services for transgender people, a statement that defines sex as only two genders and a prohibition on distributing menstrual products in men's public restrooms.

Theses provisions were Republicans’ main pitch for property tax relief, but DeWine struck them from the budget late Monday night.
