We loved our tour by Eliza Beth of the NY State Capitol. Such a gorgeous capitol with such a rich heritage and history. So many things to look at in the artistry of the builders. Beautiful! Full review by gwenw184

Oh boy I remember them covering this on our tour. Here is the answer on Wikipedia. The central open court is dominated by a shaft intended to support a massive dome. The dome and tower were never completed, as it was found the building's weight was causing stress fractures and making the building shift downhill toward State Street. To stop this movement, a large, 166-foot (51 m) long exterior Eastern Staircase was added to support the front facade.

I parked on the street in a neighborhood but only spent a couple of hours. did it feel sketchy, not any more than any other place in Albany. however we had no issues. just be aware of the street signs as you can only park on certain sides on certain days.
