You need a visa, and can get one at he airport, but as you want to enter by land get one from a Turkmenistan embassy before you go. You have to be precise with dates and also get a letter of introduction from a local tour agency. This process can take around 1 month. Loads on Trip Advisor. Didn’t stay in a hotel as I was only there for a day, but again an agency will sort it out. Not sure if you can rent a car.
